Limestone uses in the Philippines: aggregate, road base, cement raw material, lime and agricultural lime, filler and FGD sorbent, and how to specify each.
Limestone is one of the few rocks that a road contractor, a cement plant, a plantation and a wastewater operator all buy, and each of them means something different by the word. This guide walks through the main uses of limestone in the Philippines, what quality each use actually needs, and how to write an inquiry that gets the right material instead of the nearest stockpile.
What limestone is (and why purity varies)
Limestone is a sedimentary rock made mostly of calcium carbonate (CaCO3), usually from ancient reefs and shell beds. Pure calcium carbonate loses about 44% of its mass as carbon dioxide when heated (the molar mass of CO2 divided by that of CaCO3), so a loss on ignition (LOI) approaching 44% is a quick sign of a high-purity stone. Real deposits carry clay, silica, iron and magnesium; dolomitic limestone contains significant magnesium carbonate.
That variation is the whole story for buyers. A crusher does not care whether the stone is 80% or 98% CaCO3, but a kiln, a scrubber or a farmer does. Philippine limestone ranges from raised coral reef limestone to older, harder formations, and quality can change within one quarry face. Always specify the property your use depends on.
Construction aggregate and road base
Crushed limestone is a mainstream construction aggregate in many parts of the country. Dense limestone is angular and bonds well with cement paste; porous coral limestone absorbs more water and may be weaker. The only reliable way to know which you are being offered is the source's test results: specific gravity and absorption, Los Angeles abrasion (ASTM C131) and soundness (ASTM C88).
Where it is used:
- Concrete aggregate. Sound, dense limestone is used in structural concrete and concrete pavement, provided it meets ASTM C33 and the abrasion and soundness limits of the DPWH concrete items in the contract. Softer stone belongs in lower grades.
- Base and subbase course. Crushed limestone packs tightly into a stable platform and is often the material behind the DPWH items for aggregate subbase, aggregate base and crushed aggregate base course, subject to the grading, plasticity and CBR limits of the item.
- Riprap and stone masonry. Sized blocks for slope protection and grouted riprap under the DPWH riprap and stone masonry items, and for retaining walls.
- Fill and surfacing. Crusher run ("3/4 minus") for yards, farm roads and building pads.
Two cautions. Porous limestone with high absorption can weaken over wet–dry cycles, so ask for a soundness result on important work. And limestone crushing produces plentiful fine dust; keep fines within specification, especially for concrete. Cement raw material and limestone in blended cements
Limestone is the main raw material of portland cement clinker. Cement plants specify it by chemistry rather than size:
- High calcium carbonate content, with the balance of the raw mix coming from clay, shale, silica and iron sources; each plant sets its own limits.
- Low magnesia (MgO), because magnesium oxide in portland cement is limited by ASTM C150 and by the corresponding Philippine National Standard for portland cement issued by DTI's Bureau of Philippine Standards.
- Low alkalis, sulfur and chlorides, which cause kiln build-ups and affect concrete durability.
A second use is limestone in cement rather than in the kiln. ASTM C595 covers blended hydraulic cements made with slag, pozzolan, limestone or combinations of these; its portland-limestone cement (Type IL) interginds finely ground limestone with clinker, lowering the clinker content per bag. The Philippine standard for blended hydraulic cement is the local reference. Ground limestone powder is also used as a mineral filler in self-consolidating concrete.
Lime: quicklime and hydrated lime
Heating limestone in a kiln drives off carbon dioxide and produces quicklime (calcium oxide). Adding water gives hydrated lime (calcium hydroxide). Both need high-purity feedstock; the purity a lime plant requires depends on the product grade.
Where lime is used in and around construction and industry:
- Soil and base stabilization. Lime reacts with clay to reduce plasticity and raise bearing capacity. The DPWH Standard Specifications include an item for lime-stabilized base course and a materials item for the lime used in it; read the contract for the current requirements.
- Water and wastewater treatment. Lime is a standard reagent for pH correction, softening and phosphate or metal precipitation. Industrial facilities in Region XII, including food processors in General Santos City, use it to keep effluent pH within the range set by the DENR General Effluent Standards under DAO 2016-08, which varies with the classification of the receiving water.
- Sugar and food processing. Lime clarifies cane juice in sugar milling and appears in various food and feed processes.
Lime is far more reactive than limestone. Store it dry, and specify whether you need limestone, quicklime or hydrated lime; the three are not interchangeable.
Agricultural lime and pond liming
Many Mindanao soils are acidic, and pineapple, corn, banana, oil palm and vegetable growers apply agricultural lime to raise soil pH, supply calcium and improve nutrient availability. Agricultural lime is finely ground limestone, or dolomitic limestone where magnesium is also needed.
The properties that matter are not strength or gradation but:
- Calcium carbonate equivalent (CCE), the neutralizing value relative to pure CaCO3.
- Fineness, because finer particles react faster; specify the sieve and the percentage passing that your agronomist requires.
- Moisture, which affects spreading and the true weight delivered.
Confirm with the Fertilizer and Pesticide Authority whether the product must be registered for sale as a soil amendment, and ask the source for its registration if so.
Aquaculture is a second major agricultural user. Brackish-water and freshwater ponds along Sarangani Bay and the Region XII river systems are limed between crops to correct acidity, disinfect pond bottoms and support plankton. Application rates depend on pond soil pH and are set by the farm's technician.
Fillers, sorbents and other industrial uses
- Flue-gas desulfurization (FGD). Coal-fired power plants scrub sulfur dioxide with limestone slurry, which needs high-purity, finely ground, reactive stone to the plant's own sorbent specification.
- Mineral filler for asphalt. Limestone dust is a common mineral filler in hot-mix asphalt; FHWA notes that the AASHTO M 17 gradation is the fineness requirement for mineral filler, and the DPWH asphalt items set their own filler requirements.
- Ground calcium carbonate (GCC). Fine limestone powder is a filler and extender in paints, plastics, rubber, paper and sealants, and a calcium source in animal feed.
Each of these is bought by chemistry and particle size, with the buyer's own test method attached. An inquiry for "limestone powder" should say what fineness, what CaCO3 content and what moisture limit.

The right-hand column lists what to ask for, not what every source holds. A quarry selling base course may never have run a chemical analysis, and a lime or FGD grade may be reported to the seller's own method rather than yours. Ask which of these reports exist, how recent they are and which laboratory produced them before the order, and treat any test that has to be commissioned as a cost and a lead time in its own right.

Is limestone strong enough for structural concrete?
Dense limestone with abrasion and soundness results within the limits of ASTM C33 and the contract's DPWH item is used in structural concrete and pavements. Soft, porous limestone is better used in subbase and fill.
What is the difference between limestone, quicklime and hydrated lime?
Limestone is the natural rock (CaCO3). Quicklime (CaO) is limestone calcined in a kiln. Hydrated lime (Ca(OH)2) is quicklime reacted with water. They have different uses, prices, hazards and storage needs.
What purity does agricultural lime need?
Agricultural lime is judged by its calcium carbonate equivalent and fineness rather than a single purity number. Ask for both figures, and confirm any Fertilizer and Pesticide Authority registration requirement for sale as a soil amendment.
Can limestone be used as base course under DPWH specifications?
