Hauling Cost Factors for Aggregates in SOCCSKSARGEN: The Math, Explained Plainly
Delivered cost of sand and gravel in Region XII: distance, diesel, payload limits, road access, fees, turnaround and rain, with an assumed worked example.
Sand and gravel are cheap to dig and expensive to move. For many sites in Region XII, the cost of getting a cubic metre from the source to the stockpile is a large share of the delivered price. This guide breaks the delivered cost into its parts and works through an example with clearly assumed numbers, so you can build your own estimate and understand why two quotations for "the same gravel" can differ. Nothing here is a price: every figure is an assumption for illustration.
Why hauling dominates the delivered price
A cubic metre of loose gravel weighs on the order of one and a half tonnes or more, depending on the rock and its moisture. A truck can only carry so many tonnes, and every tonne rides on diesel, tyres, a driver's day and, on many routes, a fee at a checkpoint. Because the material is low-value per tonne, the transport share of the delivered price is high, and it rises steeply with distance and with anything that slows the truck.
The important consequence: the nearest qualifying source usually beats the cheapest source. A stockpile that is a little cheaper per cubic metre but 30 km further away is rarely the better deal.
The eight cost factors
- Distance and route. Round-trip kilometres drive fuel and time. National highway is faster than the same distance over a provincial road with gravel sections.
- Diesel price and consumption. A loaded 10-wheeler burns far more fuel than an empty one; both directions count.
- Truck capacity and legal payload. Volume per trip is limited by the bed and by the weight rules. RA 8794 penalises loading beyond a truck's prescribed gross vehicle weight and sets a maximum axle load of 13,500 kg; the gross vehicle weight allowed for each truck configuration is set in the law's implementing rules, and weighbridges on national roads enforce it.
- Road access and condition. Narrow barangay roads, low bridges, posted bridge load limits and soft ground force smaller trucks or partial loads.
- Fees, permits and documents. There are no expressway tolls in Region XII, but the province may levy a tax on sand, gravel and other quarry resources under Section 138 of the Local Government Code, municipalities may charge hauling or pass-through fees, and checkpoint stops need the source's delivery receipt and permit documents on board.
- Turnaround. Loading queues at the source, unloading delays at the site and daylight hours limit trips per day, and the truck's fixed cost is spread over fewer trips.
- Crew and fixed costs. Driver and helper wages and allowances, plus depreciation, maintenance, tyres, registration and insurance, allocated per trip.
- Rain. Mud, flooded low-lying roads and slower speeds reduce trips per day and raise the risk of a stuck truck.
Payload: why "12 cubic" is not always 12 cubic
A 10-wheeler dump truck is often described locally as "10 cubic" or "12 cubic". Whether it delivers that volume depends on the material's density and the legal weight limit.
Illustration with assumed numbers: a truck with an assumed tare weight of 12 tonnes and an assumed legal gross vehicle weight of 30 tonnes has a legal payload of 18 tonnes. The densities are planning assumptions, not measurements of any product.

On these assumptions the same truck legally carries about 12 m³ of dry sand but under 10 m³ of wet sand, so an estimate that assumes 12 m³ per trip for every material will be short on trips and budget. Use the hauler's actual tare, the legal limit for that truck code and a measured density.
The formula
Cost per trip = Fuel + Crew + Fees + (Truck fixed cost per day ÷ Trips per day)
Fuel = (One-way km ÷ km/L loaded + One-way km ÷ km/L empty) × Diesel price
Cost per m³ = Cost per trip ÷ Cubic metres actually delivered per trip
Add the material price at source and any handling to get the delivered price per cubic metre. Treat the example below as a template, not a rate.
Worked example (assumed numbers)
All figures below are assumptions for illustration only. They are not Stone Depot Trading prices, not hauler rates and not current market values.
Scenario: crushed gravel from a source 45 km from a site near Koronadal City; 10-wheeler dump truck; concrete road most of the way.

Step 1, fuel. Loaded leg: 45 ÷ 3.0 = 15.0 L. Empty leg: 45 ÷ 4.0 = 11.25 L. Total 26.25 L × ₱62 = ₱1,627.50.
Step 2, crew and fees. ₱800 + ₱200 = ₱1,000.
Step 3, fixed cost per trip. ₱2,000 ÷ 2 trips = ₱1,000.
Step 4, cost per trip. ₱1,627.50 + ₱1,000 + ₱1,000 = ₱3,627.50.
Step 5, cost per cubic metre. ₱3,627.50 ÷ 11 m³ ≈ ₱330 per m³ for hauling alone.
If the material at source were, purely for illustration, ₱600 per m³, the delivered cost would be about ₱930 per m³, of which roughly 35% is transport. Commercial haulers also add a margin for profit and risk, which is not in the arithmetic above.
Sensitivity: what moves the number most
Using the same assumed example, change one input at a time:

Turnaround matters as much as diesel, and volume per trip is the quiet multiplier: anything that reduces it, from a weak bridge to wet material, raises the cost of every cubic metre.
Rain and the arithmetic
PAGASA classes South Cotabato, Sarangani and southern Sultan Kudarat as climate Type IV, with rainfall spread more or less evenly through the year and no dry season, and Cotabato province as Type III with only a short dry season; General Santos City itself is one of the driest stations in the country at about 978 mm a year. So the planning problem is not a monsoon but individual wet days, river crossings and unpaved last-mile roads, which can occur in any month:
- Trips per day drop, so fixed costs per trip rise.
- Trucks may be limited to partial loads on soft roads.
- Materials arrive wetter: sand bulks and gains weight, so a load priced per tonne carries water and a load priced per cubic metre may compact on the way.
For bulk earthworks and base course, a dry-day-only rule with a clear call-off procedure is often the largest single saving available.
How to keep hauling cost down
- Choose the nearest source that meets the specification, and ask what test results that source holds before assuming it does; if the results your specification needs do not exist yet, testing has to be arranged and paid for, which is a cost and a lead time, not a formality.
- Consolidate. Full-truck quantities on a steady schedule cost less per cubic metre than small, irregular orders.
- Prepare the site. A clear tipping area, a checker on site and a firm access road cut turnaround time.
- Fix access early. Confirm road width, bridge limits and turning space before the first truck, not after; the checklist is in delivery and logistics in Region XII.
- Agree the unit of measure and the checking method (truck-bed volume, weighbridge or delivery receipt count) before the first delivery, so both sides count the same thing.
Distance is source-to-site, not city-to-city
Hauling is quoted from the source that has the material, not from General Santos City. A source may be a short run from one site and a full day's round trip from another, and destinations in the region range from a few kilometres to well over 100 km by road, which is why the delivery location is required in every inquiry.

FAQ
How many cubic metres does a 10-wheeler dump truck carry?
Commonly described as 10 to 12 m³ of loose aggregate, but the legal payload for that truck code and the material's density decide the real figure. Wet sand or damp base course may bring it below 10 m³, as the assumed example above shows.
Is delivery priced per trip or per cubic metre?
Both conventions exist. Per-trip pricing is common for short local hauls; per-cubic-metre delivered pricing is common for project supply. Ask which applies and how volume will be checked.
Are there toll roads in SOCCSKSARGEN?
No expressway tolls, but provincial sand-and-gravel taxes under the Local Government Code, LGU hauling or pass-through fees and checkpoint requirements apply on many routes. Check each province and municipality on the route.
